Eaton County Disaster Photographs The function of Emergency Services is to manage an emergency, crisis or disaster in order to avoid loss of life, property and impact on daily community activities. Some disasters are of such a large scale that damage to property will happen. The concept of Emergency Management when properly applied will reduce damage to property and impact on the community.
