This edition of the Rules of the Eaton County Drain Commissioner reflects a fundamental shift in philosophy toward more environmentally sustainable development. This shift in philosophy accompanies and parallels a shift in the responsibilities of local municipalities pursuant to the population growth within Eaton County and the resulting requirements pursuant to Phase II of the Clean Water Act. As of the 2000 Census, the population of Eaton County is in excess of 100,000, placing additional duties on the local units of government.

In addition to the Rules encompassed in the previous edition (1992, as amended in 1998) – which governed storm water quantity management, and concentrated on protection of the public health, convenience and welfare from flooding concerns – this edition also considers such factors as stream channel protection and storm water quality management
